REHBEIN Airport Consulting was commissioned by KPMG Advisory (Pacific) Limited to provide specialist airport planning, operational and management expertise into a strategic review of the management of PNG CAA’s 22 national airports, through the development of a National Airports Strategic Management Plan (NASMP). 

Phase 1 of the study delivered strategic management and decision-making guidance with respect to key aspects of airport management, operations, maintenance and commercialisation opportunities. A key component in developing the NASMP was the preparation of a detailed financial model which considered key revenue and cost streams over a 10-year period. Fundamental inputs to the model included estimates of passenger and aircraft movements, planned capital expenditure and ongoing maintenance requirements at each of the 22 national airports. In developing the NASMP the consultancy team undertook extensive consultation with CAA personnel in Port Moresby and during site visits to selected airports.

Phase 2 of the study delivered concept Master Plans for three of CAA’s regional airports – Nadzab (Lae), Mount Hagen and Tokua. The Master Plans adopted a scenario-based forecasting approach to identify likely short-term and long-term development requirements. An assessment of commercial development opportunities was also undertaken, and the Master Plans incorporated strategic land use plans which identify areas for future airfield operations, aviation related and non-aviation related commercial developments.
